Is building a Python project better than reading about it?

Reading programming theory can help, but I remember concepts more easily when I actually build something. While working on a small application, I considered pay someone to do python project, but decided that doing the main development myself would give me more practice. Creating features, fixing errors, and testing the result taught me lessons that reading alone could not provide. Do you think practical projects are the best way to learn Python?
